NATO and American forces bomb Afghanistan upon request

Are we expected to believe that airstrikes were previously carried out upon request or “invitation”? Would the decree forbid NATO and American forces from conducting airstrikes? It goes without saying that - whether Afghans turn to them or not - NATO and American forces have a free hand in Afghanistan!
