Why wasn’t Libya’s membership at the United Nations suspended?

According to Article 5 of the Charter of the United Nations, a Member State against which the Security Council decides to take preventive or enforcement measures may be suspended from the United Nations, if the General Assembly decides so, upon a recommendation of the Security Council into this effect.
In fact, the Security Council did decide to take, and is actually taking now, preventive and enforcement or coercive measures against Liyba, by virtue of its resolutions 1970 and 1973. However, it did not recommend to the General Assembly to suspend Libya’s membership.
